Government employees lost their position as a majority group in the DC-area population many years ago. Their salaries probably aren't as high as those paid to the bazillions of people who work here for various government contractors.

As for cycles, well.....I don't know. The area just keeps growing every decade. The George Mason University professor who keeps track of economic trends in the DC region was quoted on the radio yesterday, predicting 1 million-plus additional workers coming to the area for new jobs that will open up over the next decade or so. I wish I had the exact quote, but haven't looked at many newspapers today.
