I actually agree with most of your proposals. The one I have a small problem with is:

2. All highly populated contiguous settlements (within the fence) will continue to be part of Israel going forward.

I think Israel should give up land to compensate for these.(EDIT - I see you agree!) I'd like to see the Israelis offer a West Bank to Gaza corridor belonging to Palestine to connect the two parts of the coming Palestinian state.

Another problem is the Israeli insistence on maintaining a blockade and inspection regieme off Gaza. This isn't how one soverign country treats another.
