Then you should be able to substantiate that skepticism. The configuration of enrichment plants is very different depending on its purpose. So this is not something that can be hidden. And to remove the uranium, you have to shut down the plant. It is easy to put material guarantees into the agreement in the form of say, requiring inspectors to be present while a plant is shut down and restarted. And to have 24hr monitoring equipment and cameras in the plant. In addition to these and other intrusive inspection regimes that Iran has agreed to, Iran also offered two other suggestions: first, the plants can be built as joint ventures with permanent European board of directors and management in place to monitor the on-going business of the plants. Second that the parliament would pass laws barring military use of nuclear material. But if none of this is still good enough, then it is EU that should state what guarantees it needs. So far it has not done that.
