Might be a virus or malware. Not sure which though. Try this possible work around. Go to tools (at the top of IE)..internet option..click the Security tab....click the Trusted sites icon...click the sites box (button). Add (copy and paste) this URL to the "add this web site to the zone" v4.windowsupdate.microsoft.com See if that will get it to function.
