C.K. It may be a combination of both.

Most all industrial grade controllers have a "system" clock similar
to the clock in your home PC. This clock will typically have
"system" registers which are pre-defined and available to the
programmer. He may choose to use all or only parts of the total
time/date registers. Once the programmer has access to it, anything is possible as he has a multitude of functions with which to operate
on it or he can write his own mathematical expressions.
