Yes, but remember that the Sunni provinces have no easily exploitable mineral wealth. The Sunnis have to come to the table. If Iraq dissolves into three countries, the Sunnis will be cut out of all oil revenues. They appear to be holding out for a stronger central government. The Kurds want a weak central government. Time will tell. If they reject it, then the provisional Constitution will be the law of the land.
