TWIX Addresses Woes of Network Congestion
<Picture>TAIPEI -- The National Internet Association established the non-profit Taiwan Internet Exchange Center (TWIX) on Sept. 2. The center is expected to help resolve the problems of network congestion for Internet service providers, and reduce costs for operators. TWIX has 15 members.
SeedNet, which is run by the Institute for Information Industry (III), is Taiwan's second largest commercial ISP, and it is not a member. SeedNet is still evaluating the benefits of membership.
Chen Shia-chuen, general manager of SeedNet, said the ISP has no plan to participate until TWIX's regulations, obligations and the liabilities of members are fully clarified.
Chen said that SeedNet is likely to lose some subscribers to TWIX members. Lin Chih-chung, head of TWIX's preparatory office, said that TWIX enables ISPs to exchange information, reduce congestion among web sites and slash operating costs.
TWIX has purchased equipment from Chunghwa HiNet, Cisco Systems, DataCraft and Information Telecommunication of Singapore. Its total expenditure for equipment is almost NT$60 million (US$2.1 million).
Major government officials attending TWIX's establishment ceremony included Chia Yu-hui, director general of the Directorate General of Telecommunications, and Tsay Jaw-yang, Minister of Transportation and Communications.
