Rumsfeld and Chayney were against going to the UN, Powell advised to go to the UN, won the president over, and later failed tere. List of CIA failures under Tennet while under Clinton and under Bush is long... How thin your memory is. The American public insisted that Bush go to the UN. It had nothing to do with Powell. As for Tenet, he was CIA director under three administrations. I suggest he must have been doing something right.
