There's a paragraph you left out that tells a lot more:

"One thing that moves many people to seek digital downloads is that they only want two or three songs off a given CD, and are reluctant to pay $20 for several songs they won't listen to."

Albums with only 1-2 good songs have been forever prevalent, even in the 60s, 70s, and the 80s (when only 'real music' was written, of course). Today, we don't have to buy them. That's a major factor for declining CD sales right there.
