Spends more is easy. Just look at spending for FY 2006 compared to any previous year. Even after adjustment for inflation its a new record. That also is a large part of "bigger". "Regulates more" is a bit more subjective, but the number of regulations in effect today, the pages of active regulations ect. all are greater than at this moment than they where under any previous administration. Clinton added a lot more than Bush, but Bush has added to the pile he inherited from Clinton. Tim
