With a more upbeat assessment of the proposed Iraqi constitution is Brendan O'Leary, Lauder Professor of Political Science at the University of Pennsylvania, co-editor of The Future of Kurdistan in Iraq, and a constitutional advisor to the Kurdistan Government:

Nice post, CR. I agree with your endnote, that O'Leary is more upbeat than Juan Cole.

But it seems to me he can be upbeat by focusing almost entirely on the effects of these negotiations on the status of the Kurds. Does O'Leary offer any analysis of the effect of all this on the conflicts between Sunnis and Shiites?
