I don't think you can extrapolate the SPEC scores like that. When using Intel provided information you need to take into account Intel's past history of exaggerated marketing hype. My interpretation of the Intel performance per watt claims are that it means the performance per watt at the lowest most efficient clock speed. If that interpretation is correct, you can not calculate top end SPEC scores with any accuracy. If the top end SPEC scores were going to be so high, Intel would be verbalizing this into a megaphone at the journalist.
