I think that the previous release was an intent if I remeber correctly. THis looks official.

Concerning Octel, they do not have a product for the cellular market. The Sierra is not fully fault tolerant, uses proprietery HW and SW, and has limited scalability. In short, it is not a good SP product. The only reason they still get Sierra sales, is because of the way they price (low-ball red herring). However, more and more SP's are requiring rigourous reliability testing before picking a vendor.

I believe that Lucent bought Octel for their einterprise CPE business and clients. Octel currently owns most of the enterprise CPE. Lucent could easily get $10B+ in pbx sales refferals from these fortune 500 companies taht are Octel accounts.
