In 1997, the United States was one of 162 nations worldwide that signed the Convention on Chemical and Biological Weapons, wherein they agreed to destroy all of their chemical and biological weapons within ten years (i.e., by April 30, 2007.

Every signatory -- except the U.S. -- says that they're on track to do so. The United States -- with six disposal facilities operating flat-out 24/7 -- will not meet the deadline without our help.

Advanced MIlitary Robotics Corporation (AMRC) owns the world's largest gas plasma torch (the "PACT"). The PACT is essentially a furnace that can literally get as hot as the sun. Originally built for the U.S. government at a cost of $62 million, the PACT can turn any material -- including chemical and biological weapons -- into an inert harmless substance, basically a form of black glass.

We're looking for a joint-venture partner to operate the PACT, following which the U.S. Department of Defense (the DoD) will award the joint venture a very substantial and highly
lucrative contract to dispose of its remaining stockpiles of chemical and biological weapons of various kinds.
