Are you extrapolating from the violence committed by a few that you see on the news each night? Or do you actually know Iraqis and have heard this from them? Re: How come none of these easily predicted and forseeable circumstances were expected and planned for? Good question. No doubt things have not gone as planned. But if you want a perfect outcome (with a short timespan) every time, then your hopes are not grounded in reality.
