Just as with the Japanese kamikazes, the Islamic suicide bombers are countering their lack of equal weaponry with fanaticism. We've got smart bombs and precise cruise missiles - their response is the suicide bomber. From a purely functional viewpoint, they ideally both serve the same purpose, precisely destroying a chosen target. The victims of either are just as dead.
