Rain potential will vary dramatically based on where the storm hits. Down here in Florida you can see the photos of the flooding that took place in areas of Miami. I live about only 30 miles from where the eye hit at the Miam Dade/Broward county line. We barely felt the winds and only had perhaps 3-4 inches of rain as opposed to what looks like up to 15 inches closer to the eye. So Patron, would New Orleans then be off the hook from serious flooding if the eye hits at least say 40 miles to the east or west of the city?
