Too bad you can't rig up something really stinky that would explode all over the thief, if he/she cut the lock or in any way did something to the bike to steal it! And/or had a VERY loud and shrill whistle or bell going off. Hummm....is there such a thing available? Maybe some inventive person will make one, sell lots, and make some money, as well as making bike and moped owners happier.
