As I understand it, one of the problems in evacuating New Orleans is the high poverty level in the area. There are many, many people who live there who do not have cars and likely do not have the ability to leave town on a moment's notice.

I have seen nothing on the news yet about efforts to set up shelters in town. I'm sure efforts are being made to do so, but doubt they will make a dent in protecting all of the people left behind.
