The ceiling height is 273 feet up at the highest point. For seating, I'd guess that the Loge level is about 40 feet up and the terrace is 80 or so...the upper levels are plenty high enough for any conceivable flood level, provided the structure itself can stand the wind. It wouldn't be the best possible place, but a hell of a lot better than any typical 1-, 2- or 3-story building.
