Delegates in Philadelphia finished the country’s new 
    Constitution yesterday without the endorsement of several 
    key figures, most notably George Mason, dealing a blow to 
    advocates of a federal Republic, and to the patriots who 
    supported the war against Britain, and setting the stage 
    for a bitter campaign concerning ratification by the 
    states.
