Is Iraq better off today than they were under Saddam?

Under Saddam they had security and access to their basic necessities such as clean roads, water, electricity, the street security to send their young kids to school etc. Even the US was content with containing Saddam within the "no-fly" zone and ensuring that he kept all the warring factions together. And most important of all, he provided the buffer between Iran and Syria. Today, Iran owns the east and south east provinces of Iraq and Syria owns the western provinces (the Sunni ones).
