One possibility is all US military orders that come in direct from the middle east with valid credit card number are packaged inside George Bush Effigy Dolls and this is the only way the FED-EX guy will take the route. If stopped by insurgent forces the FED-EX guy offers them one (of course no FAST-1 inside those). The insurgence take one look at the doll and yell 'GEE GEE GEE GEE GEE GEE move along then'. I guess you can say that he pulled a fast one with a FAST-1 and we would all agree he learned from the BEST!!!!!!!!!!!!
