re: I see them as a mixed bag. For a long while, their only solution to flood protection was channelization and building dams. It is only recently that the fact there might be other solutions seems to have dawned on them... I'm still living in the past. At one time my family owned farm land that is now the bottom of a huge recreational lake. Of course they took all the shoreline as well. John
