I wasn't aware of that. I'm not a big fan of the Army Corps of Engineers (personal, financial reasons) ... and I'm not sure New Orleans is a problem with a solution. The current levees around the city are built for a 8-10 ft storm surge. Given the possible damage with bigger storm surges, I think building for a 20' storm surge might be appropriate. ted
