When the wetland laws were enacted, many of those houses in Orleans Parish were already there. And the ones that have flooded in St. Bernard and Jefferson Parish, while they did come after the wetland laws, I guess by putting up the levees all of a sudden the land wasn't "wetland" anymore.

Until the levees break.
