The problem I have with thinking along your lines is that it is impossible to protect against everything. Carried to its logical conclusion, no one should live near the SA Fault, in islands where cyclones and tsunamis hit, etc.

People have lived at risk of some calamity or another during the entire length of human experience. We cannot protect aganst everything. All we can do is protect as best we can, and I am reasonably satisfied that this was done, not that the usual and completely foreseeable errors, usually associated with greed and other folly, happened. The folks who lived out side hurricane protection knew what they were doing, are likely uninsurable, and are paying for their gamble.
