Well I see it all the time here in the Midwest. Homes are flooded out and then they are rebuilt or repaired on the same site. 3,4 or 5 years later it happens again and we do the rinse, lather and repeat. They have federal flood insurance because no for profit insurer would ever give them insurance. That alone should tell these folks and the zoning boards a little something.

But at any rate I'm sure we will see dykes repaired and more work trying to tame the river and mother nature and we will rebuild so that 10 years or so we can do it all over again. We won't tell people and business's that they can't rebuild on site, we will just throw tax money at helping them rebuild.

Seems to be in our nature:)
