I heard on the radio this morning it is not a levee that was breached but a concrete sea wall. The person being interviewed said they use the concrete walls when rights of way prevent the construction of a levee which requires a wider base.

I know nothing about this, but would think that it will be harder to repair a breach in a concrete wall than it would a levy if you can't build out the width at the base of the repair.
