The last two years have been very un-normal ... I'm a native Floridian and until last year I never worried about storms at all. Andrew was a nightmare for those in its path but I think most of us considered it a once in a lifetime event.

People aren't going to leave the place where they were born, raised, have family, own a house and maybe own a business out of fear of a hurricane.
