I am one of those people who value life over property.

Looters have full legal right to steal at least food and water (and whatever else is required to sustain their lives) by common law defense of necessity - this is if the LA law is the same as the other 49 states, sometimes it is different. They are only liable for the cost of replacing the property. Much of what they are stealing would be destroyed by the flood waters anyway.
