Presidents often refrain from stepping into a mess like this because their presence creates a whole mountain of logistical support requirements that the overburdened local authorities can barely handle on a good day.

Better to have the NO police trying to save people and stop looters instead of securing a presidential motorcade from the airport.

If you have never been around a POTUS visit, the logistics are mindboggling.

The best thing a president can do is make sure FEMA has all the resources it needs, and backstop the state governors with whatever they want. Most of that we will not really see on the news.

As for standing up and playing leader for people whose homes were washed away, I wouldn't find any comfort in empty presidential words. I would have something more important to worry about.
