Ain't gonna work. Not til both sides reach some sort of near equilibrium.

Ever try to build a damn in a fast creek as a kid? What happened? Water flowed faster, and eroded more of the side away, as you added rocks which constricted the flow.

As they "fix" the levee hole, the ends of each broken edge will crumble.

Its out of hand now. The time to fix it was when it was first discovered late yesterday.
