It's very bad, but still not the worst case, which would have been a direct hit by a Cat 5 hurricane creating a storm surge that overtopped the levies and filled the bowl. Why is that worse? Because it would have happened quickly, and during hurricane conditions. Those who are escaping to their roofs now would have had no place to go and no hope of rescue.
