Please don't misunderstand. I'm not defending the city and State "leaders".....I actually agree with you that some of these plans should have been in place some time ago, and MOST certainly after 9-11. The people of that area, and truly the entire United States citizenry, should be calling their local, city, county and state leaders and asking exactly some of the same questions you are asking. We do need to know the answers BEFORE the next disaster strikes.
