No funding necessary to understand why it is that the levees were destined to fail in the advent of a major hurricane hit. One of my favorite books on the subject covered the risk exhaustively back in 1990, John Mcphee's "The Control of Nature". amazon.com This disaster comes after years and years of foolish practices and solutions by the Army Corps of Engineers. The disaster there is a perfect example of the hubris inherent in man trying to control nature.
