the levees only method of flood 'management' has proven to be an unmitigated disaster At the risk of further stirring the emotional pot here, I believe that NO, in its present configuration, will not exist in the future. Essential port, energy and rail facilities will exist in a much smaller rump city that will be fortified against future storms to a much greater extent. Just my (perhaps erroneous) opinion..
