Do you really expect anyone to consider that to be an opinion?

There are already teams ready to rush in an help, whenever they can get there through the flooding. If ordinary citizens jump into the task all that will do is get in the way of the professionals.

It is up to each state to plan, and execute, whatever it takes to make their cities safer, not Big Brother's.
