Bucky Katt, That is the point, even with SPR opening the taps where to refine it.

Of the shut down refineries in the area only ONE can refine sour crude, that being Pasgagola, possibly the hardest hit. The other refineries can not even think about refining it, refineries are very specific as to what types of crude they can process.
I think it is important to note that possibly all of the refineries employees have now lost everything they owned and are homeless, tough to get to work with out a vehicle and a place to leave from and come home to.
Also at this time many of the refineries are under water and have no power to operate even if they didn't have repairs that must be done before they can operate.
In addition, the pipeline from SPR to the refineries, that are able to get online in short order, have yet to be inspected and there is still no power to pump that crude regardless.
So how to get crude to those refiners that can operate? Truck it, assuming the roads leading to them are passable.
No quick fix in sight, sorry to say.
Task one, get refiners back up. Task two get the loop up and available for supertankers. Task three get the Mississippi navigable so tankers can make it to, among others, XOM's refinery east of Baton Rouge. Task four restore the GOM infrastructure, got to have Port Forchon up and running before much can be done there.
Not to mention most of the service companies that serve the GOM are destroyed or under water still.
Did I say no quick fix?
