Claim they can't get the trucks out because they are unable to keep up with demand. It's the same old song and dance. Everyone rushes to hoard as much as possible which exacerbates the shortages. I don't know the exact demarcation of the areas that are dependant on gulf refinery production, but I would imagine that most of the country east of the Rockies would fit that category..
