Although the initial economic effects of the rebuilding of New Orleans may appear to be sanguine, especially for the construction trades, one has to wonder about the second-order consequences such as declining consumer discretionary income, increasing federal and local fiscal debt, and the willingness of insurers to offer flood insurance at reasonable rates in hurricane-prone areas. I find it hard to believe that this disaster will prove to be net positive for the economy.
