We are witnessing a total breakdown in the ability of state and local government to respond to an emergency that everyone knew was bound to occur. The people of New Orleans have been abandoned by their political leaders, and the recriminations will go on for some time. How is it that Texas is in a position to open the Astrodome with medical aid, hot showers and food, and yet all the New Orleans officials could do was shove thousands of people into the Superdome with no food, fresh water or support?
