There is an old USAF base on the Mississippi coast. I was there years ago. but can't recall the name.

Whoops...just hit me... Keesler AFB.

But I don't know if it has been closed and the old bases with the old facilities are not suitable for a quick big crowd without improvements and a staff imo. Besides that Keesler was right in the eye of this storm.

Ft Polk, LA has been improved to current standards, but it is not much closer than Houston, and I doubt there is much extra facilities there.
