Old military bases would seem the natural solution for extended residency. These people are used to living in a city and would rebel if put up long term on a military base. I can hear the "concentration camp" charges now. They will have enough trouble with them in Houston. No money or clothes, let out of the dome on a pass. Most that can will leave within a week. And wait for the crimes in Houston.
