Huh? Which commandment says that? This 10% number is news to me.

Islamic money seems to go to terrorism or to buy political influence like Hamas does, so I don't really call that charity.

The 2.5% of long term net assets is supposed to go to individuals that are not being helped (for whatever reasons) by societal safety nets. It's supposed to be a person to person donation, not an institutionalized government to political organization thing. Unless you know lots of individual Muslims and ask them to whom do they give their annual 2.5% donation, I don't really see how you can reach your conclusion that Islamic money seems to go to terrorism or to buy political influence.
