I am not sure I understand why the restraint in dealing with these people(for lack of a better word).

Now that they are interfering with the evacuation process, and lives are on the line, why is it not shoot to kill?

Guns have no place in this situation. Anyone shooting at people should be shot. Dead.

It will only take a few dead thugs to get the message across.
