Rock- OT- We are huge country and each state has its own
sovereignty (to a point)to manage its own internal affairs.
The federal government is the binding authority for the
50 independent states to provide commonality. The feds
do not "rule" over the states as you would have Icebrg
believe. The feds will take over the management of the
Katrina disaster because they have the resources to be able
to provide communications and the organized massive support
and resources necessary to deal with the issue. It is quite
obvious that the states do not possess adequate internal
resources or funding to support a disaster of this size, but
it will take time to mobilize and organize the logistics
required.
