In NYC at many restaurants and in FL (Miami Beach) at all of them, the "generous" American 15% tip is already included on the check!

Well that's one way to do it, but removes the decision making ability of the diner. In that case, the restaurant should just include the amount on the menu and institute a no tipping policy. Forced tipping is pretty lame since it is supposed to be for good service.

Where I live the 5 star hotels add a 16% "Service Charge" onto the bill, and keep it! Staff gets none of it. Makes it really hard to tip since normally the service charge is for the service - here its just for the greedy hotel company.
