You can't go that long without providing security or that happens. You've always got people who will take advantage of the situation, and the longer you give them to do it, the worse it gets. Which is why the National Guard always gets moved in when a natural disaster flattens an area. They can help with the search and rescue, distribute food and help the local law enforcement. To make it worse, a lot of the people in New Orleans feel that they are being abandoned.

If anything, this one is being handled worse than Andrew. Andrew was the reason why FEMA was overhauled and made actually useful. But that isn't true any more. Obviously.
