Rock- we could always designate New Orleans as Venice West... Regarding the pumping system...I believe that the pumps are diesel generator-electric...but not sure about this. FWIW, New Orleans has been continuously sinking over the last couple of centuries....even with the best of planning no one really comprehends the damage capability of a hurricane until after it hits. The existing system just failed, no sense blaming anyone for it after the fact. If it had been an issue of major concern it would have been addressed because everyone knew of the potential implications of a catastrophic failure.
